SANTA BARBARA, CA, UNITED STATES, October 14, 2026 /EINPresswire.com/ — The Tri-Counties Association for Developmental Disabilities (TCADD) Board of Directors has announced the appointment of Dr. Jesse Weller as the new Executive Director of Tri-Counties Regional Center (TCRC). Dr. Weller will succeed Dr. Omar Noorzad, who is retiring after 25 years of distinguished leadership and dedicated service to the organization.
Dr. Weller brings extensive leadership experience within California’s regional center system. For the past four years, he has served as the Executive Director of the San Gabriel/Pomona Regional Center (SG/PRC). Prior to that role, he spent many years at the North Los Angeles County Regional Center (NLACRC), concluding his tenure there as Associate Executive Director. Dr. Weller is also highly active on a statewide level, serving on many Association of Regional Center Agencies (ARCA) committees and various state working groups.
The appointment follows a thorough, nationwide search process launched by the TCADD Board of Directors in February 2026. The selection process heavily integrated community feedback, using insights from individuals and families served, service providers, and staff to shape the executive job description and interview evaluations.
“We are incredibly grateful to Dr. Omar Noorzad for a quarter-century of exceptional dedication, standing as an extraordinary steady hand and a deeply caring leader for our community during periods of exponential growth, recession, wildfires, floods and Covid to name a few. All of us wish him a much deserved long, happy and healthy retirement,” said Mark Wolfe, President of the TCADD Board of Directors. “As we enter this next chapter, we are thrilled to welcome Dr. Jesse Weller to guide TCRC. Owing to his extensive background as the San Gabriel/Pomona Regional Center Executive Director, as well as multiple other regional center senior roles, Dr. Weller understands our system deeply, and is uniquely positioned to guide TCRC forward through a period of continued significant growth, evolving regulations and change. The Board is looking forward to working with and supporting Dr. Weller for many years to come.”
“I am very honored and humbled to follow in the role Dr. Noorzad has held for the last 25 years, and grateful to the TCADD Board for entrusting me to lead us into the future,” said Dr. Weller. “My priority when I assume the Executive Director role is to meet as many of our hundreds of employees and service providers as possible and discover how they see our Regional Center evolving. I am excited to connect with the people we support in Ventura, San Luis Obispo and Santa Barbara counties as I look to spend many days of my first few months across our 8 offices and in our communities.”
To ensure a seamless transition and continuity of leadership, Dr. Weller will officially assume his role as Executive Director prior to Dr. Noorzad’s final day.
The Board of Directors extends its deepest gratitude to the community stakeholders, regional center executives, ARCA, and the consulting firm Kinetic Flow for their expert guidance throughout the search process.
Members of the TCRC community are invited and encouraged to participate in upcoming public Board and Committee meetings, available both in person and via Zoom, to stay engaged during this leadership transition
